Research On The Government’s Role In The Exploitation And Tilization Of The Red Tourism Resources Of The Jinggang Mountains

Red tourism resources refer to the important revolutionary memorial places and things as well as the spirit they reflect that appeared between the founding of the Chinese Communist Party (CCP,1921-) and the founding of new China (1949-), including the preliminary stage of the founding of CCP, the Great Revolution period (1924-1927), the Agrarian Revolution period (1927-1937), the period of the Red Army’s long march (1934-1936), the Anti-Japanese War period (1937-1945), the period of the War of Liberation (1945-1950). Red tourism resources’ position and function in regional economic operation, together with their own features, have determined that the government should play its roles in the exploitation and utilization of red tourism resources on matters such as legislation, planning, coordination, supervision, investment and so forth.The Jinggang Mountains is a national AAAAA tourist attraction, and the local government has played a positive role in the exploitation and utilization of the red tourism resources. For example, the government made an overall and detailed planning, and has expanded the development space for the red tourism resources; it has gradually perfected the management system, and has reinforced the protection on the red tourism resources; it has made innovation on the products related to the red tourism resources and has driven the development of the agricultural industry; etc. However, some problems still exist. For example, the tourism planning is still imperfect, and the development of the tourism resources still remains in the primary stage; the protection on the tourism resources is insufficient, and destruction occurs in the red tourism resources and the ecological environment around; the government monopolizes everything of the tourism, which makes the main market players of the red tourism lack vitality; the government has not done its best on the regulation, which makes the cutthroat competition among travel agencies happen occasionally; the inter-regional cooperation in red tourism is insufficient, which makes it difficult for the red tourism to make a difference; the financial investment is insufficient, which results in the infrastructures’ bad coordination.On the basis of using the experience of domestic and overseas governments’role in the exploitation and utilization of tourism resources for reference, this thesis puts forward some approaches conducive to the sustainable development of the red tourism resources. For example, the government should further perfect the planning of sustainable development, so as to upgrade the industry of red tourism; it should devote greater efforts in the protection of the tourism resources, in order to promote the sustainable development of the red tourism; it should make clear its own function orientation, and perfect the sustainable management system; it should establish a credit system among the travel agencies and enterprises, and rely on the guilds to manage the travel agencies and the tour guides; inter-regional cooperation should be strengthened, with an aim to create a big tourism circle for the Jinggang Mountains; capital for the sustainable development should be put in place timely, so as to perfect public services; etc.
