Since entering into the 21st century, China's small and medium-sized enterprises have developed rapidly with the unprecedented speed, which plays an inestimable important role in increasing working opportunity, bringing about tax revenue and improving social stability.Whether the sustainable development can be achieved or not in the small and medium-sized enterprises depends on the solution to problem of talents. Nowadays, with the establishment of core philosophy of'people-oriented", the management of small and medium enterprises has become increasingly prominent in the role and the strength of people.So developing a right motivation mechanism and using appropriate methods are of far-reaching significance to the talents management and the development of small and medium enterprises.This paper studies and analyses on the atatus in quo and the problems of human resource encouragement mechanism and performance management in China's small and medium-sized enterprises,and analyses the main problems on performance evaluation system and motivation mechanism and cause of problem reason in labor service company of Qinghai oil field. In view of the pratical environment specific circumstances of labor service company of Qinghai oil field, using the experience of human resource exploring for small and medium-sized enterprises home and abroad for reference,a performance management mode which labor service company of Qinghai oil field should adopt is chose to carry through a plan innovation and strategy construction for human resource encouragement mechanism.This paper has the following characteristics:Firstly,taking the labor service company of Qinghai oil field for instance,it studies on the performance management and encouragement mechanism in service-oriented small and medium-sized enterprises;Secondly,using the attribute level model to determines the objective weight,it designs the program,object and system of performance appraisement and sets up an encouragement mechanism which matches with that to make the performance management of this company more scientific,reasonable,practical and effective;Thirdly, the experience summary in practice of management of labor service company of Qinghai oil field is paid attention to and the rationality and maneuverability for the systems of performance management has been highlighted. This research exploits a new research field for the study on human resource exploring for China's small and medium-sized enterprises and provides a new visual angle of research,which has the pratical instruction function to the performance management of human resource of labor service company of Qinghai oil field.
