The source of this issue is from the subject of soft science research projects in Hubei Province, whose project number is 2009DEA012.This project aims to understand the determinants of cognitive levels of food employees in the second flour mill in Wuhan city , in the Fang Xing flour mill in Xiang-fan City, in the MISI flour mill city of Jing-zhou City. The author conduct a questionnaire survey, and get a total of 126 valid questionnaires. In this paper, I use SPSS-16.0 and multivariate analysis methods, and get the following conclusion: staff questionnaire scores obtained = 20.065 +0.817×education. So education factor is the key factor to employee- cognitive levels in the cognitive system. Individuals, businesses and social education institutions should strengthen to promote vocational education inputs actively, and should increase job training investments. The results of these efforts are to bound to increase employee awareness of food safety standards , which will help improve food safety standards. In the following survey, the paper make a random survey on consumer-satisfaction scores basing on simplification from Wuhan, Jing-zhou, and to Xiang-fan (This article construct a food safety system made up of six indicators). In this survey, the dissertation get a total of 350 valid questionnaires. I use SPSS16.0 statistical software, factor analysis, distribution-fitting method and levels of analysis, and get the results as follows: by the use of factor analysis ideas, the dissertation get the consumer satisfaction score equation of this sample, which is 69.38%×expression F1 +17.7%×F2 +12.92%×F3. By using the distribution fitting method, the dissertation gets the consumer satisfaction score equation ,which is 15.15%×F1 +60.61%×F2 +24.24%×F3.By use of AHP, the dissertation obtains the consumer satisfaction score equation F1×57.241% + F2×15.553% + F3×26.1266%. In the concluding part of the survey, I use a single factor analysis and the available statistics, and then obtain the conclusion : Wuhan, Jing-zhou, Xiang-fan's overall satisfaction scores are equal.
