| In the 21st century, as the development and scale of communications network accelerating and expanding, with technological innovation one after another, the cost of communication services in the project management companies which are facing new opportunities and challenges is growing heavily. The principle of individual projects costing unit project cost control is to be precise budget, real expenditures, timely collection, rigorous accounting and scientific management. To make it easy to manage costs in real-time control performance, and timely to correct the deviation, monitoring the project's development is become curiously important. It is these advantages which make the project cost control techniques in the communication service enterprises spring up. However, domestic project cost management started very late and developed very slowly. The companies in the same management style are in transition or still in use under the single-operation production methods. There is no maturity model or project cost control techniques for reference. To solve enterprise project management problems and improve project cost management level are the core and key research of this article.Based on the implementation of communications company projects, with the principles and methods both from domestic and international project management, firstly, the current paper introduce the ChangXin's project organization structure and project management status and summarizes the project cost control techniques and methods of ChangXin communications company. To study the whole process of a pipeline project of ChangXin communication service company, from contract to the begin of the determine of the construction organization, to estimate the cost and the development of project cost, the costs and collection of project and project cost accounting and other sectors. So far, through access to information, combined with cost control method, the current paper analysis the status of ChangXin's H-H project cost control and identify the existed problems in the process to achieve cost targets in the company's project cost control system and found out the reasons and causes. Then, with the project-related theory and methods of project cost control, the paper designed organization structure of ChangXin's H-H cable project, made project cost management system, designed project cost management information system and platform. Finally, the current paper proposed safeguard measures and proposals to the implement of the designed program. |
