The Research Of Cost Control Management Based On A Communication Corporation SDH Network Project

Each project manager always focuses on the cost control of the project which is a key of success in performing the project. Cost control theory is a very important part of the cost management. The research of cost control theory works as references on controlling the project cost, which gains the goal of managing the project quality and progress. In actual project management, the cost control theory plays a significant role and has been widely used in many areas. Communication enterprises are technical intensive organizations, their investment of the network contraction is an important factor which influences enterprise cost and their profit capability. Effective management of communication project cost is a necessary method to reduce the investment. This thesis is based on the technology, method and idea of modern project cost management, combining the actual requirement of communication enterprise, analyzing resource plan, budget plan and cost control process of an actual network construction project, to promote set of scientific project cost controlling method, meeting the requirement of present communication project.This thesis introduces the content, core task and its function during the project management of the cost management theory. By the analysis in the cost control theory, and clarifying the relationship among control theory, development of cost control theory and four major objectives of project management, this thesis analyzes the role value engineering theory plays in cost control, and details the technology of project cost control, especially on the concept of earned value method, calculation of key parameters, analysis method. The demonstration is based on the cost control of A Communication Corporation SDH Network Project, this thesis introduces the background, content and cost structure of this project, lists the project's resource requirement and Work Breakdown Structure (WBS), summarizes the project's resource plan. Then per associated data from previous projects and measurable estimation, the thesis calculates the targeted total cost. Combining the present communication construction budget institution, the thesis generates the project's cost baseline plan. Following the project's progress and associated actual cost, it calculates BCWP, BCWS, ACWP, CV, SV, CPI and SPI, parameters of earned value method, and performs the weekly track and analysis to project's cost baseline plan. For those gaps found, takes the associated actions to correct them. At last, this thesis summarizes how to smoothly and effectively apply earned value method in communication construction projects, and how to improve the earned value method.
