The wheat is the worldwide important grain crops, is only inferior to paddy rice in our country, approximately be half population's staple food.. In our country food production, the country food security and the resident expends, the wheat has the important position. In recent years the grain prices, particularly the price of wheat to fluctuate more strongly against the backdrop of the year, the total of 20% of the wheat is related to domestic production and even to the world food security. No doubt, enhance our wheat efficiency is very important. Therefore, our production technology to study the existing level of efficiency and its influence factors possess important actual significance.As the time of spring wheat and winter wheat are diffenert, the frontier of technical efficiency will not be the same, and calculating the technical efficiency might lead to a deviation. Therefore, the method of the production function by random parameters based on the wheat grown, and distinguished between spring wheat and winter wheat, under the premise of the necessary to distinguish between spring wheat and winter wheat a technical efficiency, analysing each of the main production area of spring wheat an winter wheat to give technical efficiency and its influence factors to do the relevant research of the different species,, to provide the scientific basis more accurately for our wheat industry future development and the state policies and arrangements.Research shows:(1)The national technical efficiency 0.731 far less than to each technical efficiency of spring wheat's and winter wheat's, spring wheat and winter wheat's time and technological front are all diffenent, the research will overestimate the technological front and underestimate the implementation of technical efficiency. Thus,the wheat of the national research method has problem, we should distinguish between species, study the spring wheat and winter wheat separately. (2)The efficiency of production techniques of our winter wheat was 80.3%, winter wheat in different regions of the technical efficiency had obvious differences; spring wheat's technical efficiency was 96.3%, the technology to production potential was basically a good play. (3) Yield per unit of winter wheat is far higher than spring wheat's, winter wheat seeds to devote to are far lower than spring wheat seeds, because the main production area of winter wheat continue to adopt the development of the new seed, and the unit contribution rate is very large, thus, on the contrary, unit area yield goes up faster. (4) In the area of the spring wheat and winter wheat, drought and flood both impact on the technical efficiency negatively, that drought and flood reduse the technical efficiency of spring wheat and winter wheat; by comparison, the influence of drought and flood in winter wheat areas is more terrible to the region of spring wheat, and drought impact in the spring wheat is larger than the flood. In main production area of spring wheat, the impact of irrigation is not large; but for winter wheat,the increased proportion of irrigation area is very favourable to increase technical efficiency. The production status of spring wheat in its various main production area still have a certain extent on its technical efficiency; but the impact is not large; and the propotion of winter wheat impact on production is not obvious.Finally, in conclusion to the review and analysis on the basis of the related policy advice, to determine the direction of the development of wheat planting in our country and offer a theoretical basis to improve the efficiency of the technology.
