Research On The Technical Talent Aggregation Environment In Fuxin Hydraulic Industry

The Hydraulic industrial development strategy is to being formulated in Fuxin City. Hydraulic industry in Fuxin City was awarded as the National Hydraulic equipment industrial base by MOST in 2009. Talents are important human resource in the industry. The hydraulic industry tends to industrial agglomeration now. But the technicians are relatively short in the industry and the level of the technological talent aggregation is low. Fuxin local technological talents resources have far from meeting the great demand for qualified personnel. The rout reason is the talents environment cannot attract technological talents within, ultimately retain them. Based on the study on environmental mechanism, we designed the system dynamics model of technological talent environment. Vensim software was used to simulate the process of technological talent environment, and analyze the influential factors. The simulation and analysis was adopted to find the factors which would influence the technological talent environment and give improving suggestion. The main conclusions are as follows:(1) The system dynamics model of technological talent environment was designed. We studied the internal structure of the technological talent environment in Fuxin City. Then we designed the model from interior and external atmosphere.(2) The system dynamics model was used to simulate the process of hydraulic technological talent environment. We simulated the hydraulic technological talent environment by the model. The variables were controlled to study the effects of the hydraulic technological talent aggregation on environment variables in Fuxin hydraulic industry and find key variables.(3) Improvement measures of hydraulic technological talent environment were provided. Based on the analysis results, some solutions and suggestions have been proposed. This article described the meaning of establishing the public platform of Fuxin hydraulic industry, and improves innovation environment and cultivating an innovation culture atmosphere In addition; the measures include encouraging enterprises to carry out training to promote hydraulic technological talent aggregation.
