| The reasonable division of power is the basic conditions for running all levels of the government more efficiently, providing better public products and public services. The power division between functional departments of district governments and urban management of sub-district offices is becoming a social concern. The unreasonable power division leads to deviation and insufficient in their functions between the district government and its dispatched institutions. Therefore, the reasonable division of power between them has become an urgent issue.In the article through the research into the power division between the district government and the sub-district office, the author expects to promote the reasonable division of power, improve administrative efficiency and service ability of the government, and meet the needs of public services constantly, which can provide a reference. The article takes the survey method, combining the reality of power-sharing in part areas of DaQing with actual work. It finds the problems existing in reality, analyses the present situation of power-sharing, achievements, the problems and reasons, and proposes the suggestions for the problem, trying to find out a reasonable divided scale and boundary. Thus it is good for the regional economic development and public services, and helpful to the realization of the overall development and distribution of interests. |
