The construction of Financial environment is an essential part of implementing Scientific Outlook On Development and building a harmonious society. The improvement of the financial environment has practical significance on solving the problems caused by the shortage of financing channel and high cost in developing the economy in undeveloped counties.In charge of an undeveloped county, the author have done a lot of in-depth thinking and practiced a lot on the issue of how to promote the county-level economy.
