In recent years, with China's rapid economic development, the commercial banks have been quickly improved from effectiveness to size, and the centralized procurement amounts of the commercial banks also have risen rapidly. In 2009, the centralized procurement amount of only one state-owned commercial bank in China reached more than 5 billions. Therefore, the management in the centralized procurement with the huge amount of the commercial banks in China is definitely necessary.However, since in 2001 the Ministry of Finance issued "A Number of Provisions on Strengthening the Centralized Procurement Management of the State-owned Financial Enterprises", the commercial banks have gradually adopted the centralized procurement as the procurement method, but a series of rules and regulations on the centralized procurement laid down by the different banks are various. Some laid down the centralized procurement system only at the level of the head office, and the procurement operations in their branches are not managed; some had only the centralized procurement system without any centralized procurement process specification; some authorized the branches only within the certain scope. In short, the current centralized procurement management of the commercial banks can be described as diverse, and what's worse, vulnerability in the management exist in many places, and the strong management has not been formed in this field with a huge amount of money. Therefore, which optimized solutions should be used to strengthen the centralized procurement management of the commercial banks is urgently put in the front.Choosing this field to do the research, this thesis analyzes the current status of the centralized procurement management of the commercial banks to identify the problems, puts forward the management optimization programs to the vulnerability in the management, and hopes to provide the useful references for the future centralized procurement management of the commercial banks.Through the research on the optimization of the centralized procurement management of the commercial banks, the construction of the centralized procurement system can be strengthened, and the centralized procurement can be further standardized, thereby to enhance the efficiency of procurement, and to further improve the support services and the value creation capabilities of the banks'procurement.The research on the optimization of the centralized procurement management of the commercial banks has the following significance: First, this research helps promote the commercial banks to perfect the centralized procurement system. Second, this research helps boost the banks'benefits. Third, this research helps improve the banks' procurement efficiency. Fourth, this research helps protect the security of the banks'assets. Fifth, this research helps enhance the function of logistics.This thesis is divided into six parts:The first part presents the subject of this thesis, explicates the significance and purpose of the subject, and expresses the train of thoughts and methods of the writing. The second part is the theoretical analysis, which describes in detail the concept of the procurement management, the definition and the advantages of the centralized procurement, and the definition, the content and the methods of the centralized procurement management of the commercial banks. The third part focuses on the description of the current status of the centralized procurement management of the commercial banks, exposes the problems which still exist, and analyzes the reasons why these problems still exist to make the basis for the corresponding optimization suggestions in the next step; the fourth part is the emphasis of the thesis, making the corresponding optimization suggestions to the current shortcomings of the centralized procurement management of the commercial banks:First, make the description about the principles of the centralized procurement management of the commercial banks, which are the premise of putting forward the optimization suggestions; Second, make the suggestions to the organizational structure of the centralized procurement management of the commercial banks, which are the basis for the following description of the concrete optimization programs; and then make the optimization suggestions to the management in the supply, the operation, the contract and the moral hazard of the centralized procurement of the commercial banks. The writer hopes that these optimization suggestions can help effectively compensate for the shortcomings of existing management, and further strengthen the centralized procurement management. Finally, in the fifth part the conclusions and the prospects are made.
