In many countries, especially developing countries are faced with a problem that theunbalanced development between the urban and rural. This problem in China is especiallyobvious. China is a large agricultural nation. The agriculture, the countryside and thefarmer are always the important issues which are related to the whole situation ofreformation and socialist modernization construction. Now our country is to strengthen theconstruction of the new countryside.To make new countryside construction succeed, ourcountry must take measures to overcome the unstable factors in the process of reform. Ourcountry must improve the rural security system for farmers to settle down.But accordingto the current situation, because of being restricted with urban-rural dualistic economicstructure, the farmers' living standard especially income levels is far lower than the urbanresidents.More important thing is that the dweller of the country basically can't enjoy thecity residents' social security. This is against the fair idea of system design. From thedevelopment of current economic situation, perfecting rural social security system is anurgent task. Perfecting rural social security system has a vital role in improving famers'life. It is the comprehensive construction affluent society's key point. It is main battlefieldof the new rural construction. Perfecting rural social security system is realized ourcountry rural economy sustainable development.There are common features to constructing the peasant's social security system, eventhough each county has a variety of features. The paper discusses the relationship betweenthe new rural construction and the peasants' social security system. Combined with actualsituation of Funing in Hebei province, the paper presents an empirical analysis of theproblems with rural social security system. It puts forward the principle, mechanism andmeasures of perfecting social security system.
