Over the years, affected by planned economy, China's rural focused on production while ignored circulation. The construction of rural circulation network was weak with higher distribution costs and poor product distribution channels. To address these issues, the rural distribution network was vigorously developed in China, Market Project of Thousands of Villages and Townships project was launched, and started New countryside modern circulation network engineering , including agricultural products, renewable resources, agricultural and consumer goods networks. Site selection of Distribution Center (DC) was an important issue which affected the operation level of the entire networks. However, the existing logistics and DC selection models were not suitable for distribution center of consumer goods in rural areas. Meanwhile, the existing DC site selection methods have some problems such as poor visualization and versatility.Therefore, based on consumer goods in rural areas unique two-phase distribution model distribution center-based, supplemented by shop , combined with the characteristics in rural consumer goods distribution, i.e., limited distribution range and the small distribution volume and high frequency, this paper developed a mixed integer model for site selection of DC based on the constraints of distance. The model was solved using Genetic Algorithm method. The thesis use Google Maps API and Matlab external interface technology, and use the Visual Studio software to implement interface and obtain GIS information (distance, etc.), design and development the B /S structure WebGIS site selection system.The example of site selection of DC in Zhengzhou city can support the units and enterprises to plan and make decision for planning the rural network. Compared the profitability between distance constraints and without distance constraints, verify the validity of the model. The model can better sovle the problem, with a certain degree of practicality and promotion, and provide a theoretical basis to China's " the issues of agriculture, farmer and rural area".
