Competency-based structured interview method is extensively employed in academia and industry. However, in actual practice with the use of business terms, there is space for development.Based on the competency theory and business practices, this paper develops a set of competency model for project manager. The model consists of 9 key features such as Integrity and honesty, Results-oriented, Customer-oriented, Pursuit of excellence, Teamwork, Communication and consensus, Relationships, Flexibility and Project management skills. And it is divided into Threshold Competency and Differentiating Competency as distinctive feature between common project manager and high performance project manager.By the means of research and comparison between behavioral interview and situational interview, this paper presents a new idea that combines two interview methods and designs modular quantitative evaluation system so that we can comprehensively evaluate project manager candidates.In order to effectively apply behavioral interview and situational interview to business practice, this paper puts forward feasible suggestions based on the discussion and research about the whole process of Personnel selection. These methods actually create certain economic and social benefits after practice.
