The Study For Endowment Insurance Policy Of Rural Migrant Workers

The high development of urbanization and the social security system exclusively requires the establishment and the sound organization of the endowment insurance guaranteeing the warefare of the rural migrant workers. Through literature review and case studies, this paper analyzes the central macro-policy and the current endowment insurance of the rural migrant workers, and it is believed that the macro-policy works by way of delamination and classification, exploring there typical ways which links up the local modes and the macro-policy.The perfection of endowment insurance of the rural migrant workers, which is not only the requirement of industrialization, aging of population and the integration of social security system, but also is the strong desire of the rural migrant workers, is a task which brooks no delay. The recent deficiencies of endowment insurance rely on the following two aspects: hysteresis of macro-policy, the deviation of central social security by the local policy executors. Therefore, the improment should be made both in the central policy and local policy. The central policy is scrupulously conducted through delamination and classification policies, whereas, the local policy should try all means to narrow down the deviation with central social security policy, discovering the transfering and continuing endowment insurance within each modes.This paper puts the emphasis on making comparision between various local endowment insurance modes, pursuiting the comparision criteria and the result of the Three Mode. The conclusion that the comprehensive endowment insurance mode should entirely transformed and reformed is made through studying Shanghai comprehensive mode.This paper is an creative attempt to combine the qualitative analysis and quantitative analysis and deeply compare the differences between Three Mode, aiming at putting forward the comparision criteria of the Three Mode from the perspective of endowment insurance theory.
