Poverty Alleviation Effect Analysis Of Rural Poverty Alleviation Funds In Yunnan

Poverty is an unavoidable problem in the development of human society.Since the development of human society,people have become more and more comprehensive in their understanding of poverty.Poverty is not only related to the economic sphere,but also affects all aspects of the political and social fields.Almost every country must face and solve problems,especially for developing countries.China is a developing country with a large number of individuals.The issue of poverty is still one of the most important issues to be solved in our country.Yunnan is one of the areas with the most serious poverty problems in China.Since the country’s large-scale implementation of poverty alleviation and development policies,Yunnan Province has invested heavily in The poverty alleviation funds and widespread poverty alleviation work have achieved remarkable results.The poverty-reducing population in Yunnan Province has continued to decrease.However,with the progress in poverty alleviation and changes in rural poverty,the marginal effect of poverty-relief funding has been continuously decreasing.That is,the input of poverty-relief funds has been increasing while the number of poverty-stricken people is decreasing.Therefore,in order to achieve the goal of alleviating poverty in 2020,through the study of the situation and effect of the use of rural poverty alleviation funds,the poverty alleviation funds will be used more reasonably and effectively to improve the effectiveness of poverty alleviation work.This article selects the VAR model to measure the effect of rural poverty alleviation fund investment in Yunnan Province from 2000 to 2015 on the increase of farmers’ income,and further analyzes the factors affecting the use of poverty alleviation funds.In terms of content:(1)combing the domestic and foreign literature related to the analysis of the use of poverty alleviation funds,understanding the theories and methods of research on the effectiveness of poverty alleviation funds;(2)defining the concepts related to poverty alleviation and expounding the relationship with the government’s fiscal poverty alleviation(3)Analysis of the status quo ofpoverty alleviation and development in Yunnan Province and the status of capital investment;(4)Introduce the sources,types,and operating mechanisms of China’s poverty alleviation funds,and analyze how the use of poverty alleviation funds can help the poor out of poverty;(5)Using the VAR model to measure the effect of rural poverty alleviation funds in Yunnan Province on increasing farmers’ income;(6)Based on the empirical analysis results and combining with the actual situation in Yunnan Province,analyze the factors that affect the poor use of rural poverty alleviation funds in Yunnan Province;(7)According to the analysis results,draw conclusions and propose policy recommendations.The research of this paper can draw the following conclusions:(1)Overall,the rural poverty alleviation funds in Yunnan Province can promote the growth of net income per capita;(2)From the perspective of the nature of poverty alleviation funds,financial aid funds for poverty alleviation will increase the income of farmers.The effect is most significant.The impact of work-for-work poverty alleviation funds and credit-relief funds on farmers’ income is relatively small,but the effect is relatively stable;(3)From the perspective of the structure of the poverty-relief fund,the funds invested in infrastructure construction will increase the income of farmers.The most obvious effect is that the funds invested in industrial poverty alleviation and science and technology promotion are less effective in increasing farmers’ income.In the long run,the effectiveness of Yunnan rural poverty alleviation funds in increasing the income of peasants has been increasing,but it is not significant,which also supports the fact that the current poverty-reducing capital investment is not effective.
