Research On The System Design And Realization Model Of Agricultural Development Rights

With the fast economic development and accelerated urbanization process, the scale of urban area is expanding, and the protection of farmland is facing severe challenge, in the process of farmland development and expropriation, many contradictions and disputes arise because of unclear property rights, since the middle of the 20th century, there have been a huge expansion of the central cities in Western countries, which led to many problems: excessive destruction of woodland and cultivated land, threats to the ecological security, through the setting of land development rights, they westerns have achieved good results, China can also introduce the farmland development rights to deal with similar problems existed in the land system. Our theoretical study on farmland development rights system is relatively late; there are some disputes about basic theoretical problems at home, so no unified view has been reached.This paper starts from our expropriation problems, aims to explore the necessity and feasibility of setting of farmland development rights system, and then it analyses the causes of delay in China's implementation. Then on the basis of analysis of the prerequisites of farmland development rights, it puts forward farmland development rights system that is suitable for China's national conditions, the agricultural development and realization model of the farmland development rights is also analyzed, and at the end of paper, there are analyses and empirical researches on the pricing of farmland development rights, which is an important component of the realization of farmland development rights system. These theories and methods proposed will become theoretical backbone of China's land expropriation compensation system, social distribution system, tax reform, and the development of land use and planning.Based on an overall grasp of the entire article, this paper takes a combination of theoretical analysis and empirical research to probe into the setting and realization of the farmland development rights system. There are also some analyses and empirical researches on the pricing mechanism evaluation model of the farmland development rights, hoping to provide some research references to farmland expropriation compensation and income distribution system reform.
