Investigation And Research Of Forest Land Circulation On Guangxi

Forest land circulation is the focus of collective forest land reform, and it is an important measure to realize the rational allocation of forest resources. Optimizing the operation mechanism and mode of forest land circulation is the driving force to improve the efficiency of circulation,to promote farmers to increase reasonable investment of woodland,to improve the forestry output, to increase farmers forestry income, and is also an effective way to promote the development of forestry economy.Guangxi belongs to the collective forest in the south of China, and forestry has an important position in the whole country, and forestry plays an important role in the development of local economy. Due to the gradual progress of the reform of collective forest rights, the transfer of forest land in Guangxi has been rapidly developed,the number and scale of the transfer has been expanding. However,because of the lag of the running mechanism and mode of forest land circulation, the problems and contradictions also follow.Therefore, the survey selected 20 different regional forestry counties (cities) in Guangxi as the research point to study the current situation of forest land circulation.According to the data of 1528 questionnaires obtained in the survey, using descriptive statistics, regression analysis and other research methods to study the current situation, behavior, the effectiveness of circulation, existing problems and reasons, and put forward reasonable counter-measures and suggestions.The circulation of forest land in Guangxi has made many achievements, which are mainly embodied in the aspects of promoting the income of farmers, improving the level of forestry management, raising the level of farmers’ technology and promoting the development of modern forestry.Woodland forest right circulation also appeared many problems, such as lack of awareness on the circulation of forest land, the transfer form is not normative, the choice of forest land transfer is restricted, circulation market system is not sound,the internal construction of the forest right transaction institution is not perfect, the lack of a sound asset evaluation institution,woodland disputes and other issues affecting the ownership certification and forest land circulation and so on.In short, the relative lag of the running mechanism and mode of the forest land circulation has a certain impact on the efficiency of the transfer.In the analysis of farmers in western Guangxi forest land transfer behavior model, the influence factors of forest land circulation is numerous, the number of migrant workers, woodland circulation intend, area of three factors has very significant positive correlation effect with forest land transfer.Head of the household’s culture degree is only at 10% level and is significantly positively related with transfer behavior, while woodland site conditions has very significant negative correlation relationship with transfer behavior, woodland location is only at 5% level and has significant negative correlation with transfer behavior. The more people go out to work, forestland circulation will more strong, forestland area will greater,and the probability is bigger, the forest land outflow behavior mainly because forest land area especially in western guangxi tianlin farmers has larger forest area compared to other regions. While, the better the location of the forest, the more reluctant to flow out of the household; But in the west parts, householder age, income, fixed number of year of the forest land circulation, blocks of difference is not big, so influence is not significant.Therefore, the government should further improve and optimize the operation mechanism and mode of forest land circulation and policies, laws and regulations, standardize the forest land circulation, perfect market system and price adjustment mechanism, expand the incentive mechanism of forestry investment, broaden the investment in forestry, establish and improve the service system of forestland circulation, especially improve the woodland trading institutions and forest assets evaluation agencies,carry out the pilot work of forest land circulation vigorously,organized training courses on management knowledge and forestry production technology,promote the transfer mechanism and mode of forest right to run smoothly, increase farmers’ forestry income, and realize the industrialization, specialization and large-scale management of forestry.
