Under the background of knowledge-based economy, more and more enterprises are now realizing that digging and utilizing experts'knowledge is critical to their development, building construction enterprises are of no exception. Construction claim is a common practice for the Contractor to hold his interest and benefits in the international projects, as the internationalization of construction market; the construction claim system is developing in our country. Building construction enterprises are now short of claiming experts and the application effect of informationization is not perfect, so it is necessary and important to introduce the concept of knowledge management system into claim management.Claim is a task of strong practice, it mainly depends on the claim experts'knowledge and experience which are often tacit. The high mobility of talents in construction industry and the disposability and provisionality of the construction projects make the knowledge digging and accumulation even more difficult, all of which increase the difficulties of claim knowledge management. Consequently, beginning with the research of transforming tacit claim knowledge into explicit claim knowledge, this paper introduces the theory of meta-knowledge and the methodology of Case-Based Reasoning (CBR) into claim knowledge management. By establishing claim knowledge management system for building construction enterprises, we can make tacit claim knowledge which is based on claim experts'experience explicated in the format of claim cases, so as to share the abundant claim knowledge and experience of claim experts; increase claim efficiency and claim success rate; reduce the cost of claim management. The main research work and achievements of this paper include the following four parts:(1) Claim knowledge system of build construction enterprise is established. The concept of claim knowledge is defined, and claim knowledge is classified according to expressive degree and claim process, which can be used as the basis of establishing claim knowledge system.(2) The concept model of claim knowledge base is established and critical technique is solved, including tacit claim knowledge excavation, claim knowledge expressing frame and claim knowledge retrieval. (3) The concept model of claim case base is established and critical technique of CBR is solved, including claim case expressing framework, weights of characteristic attributes and retrieval arithmetic of claim cases.(4) The concept model of claim knowledge management system is established and its functional design is proposed, including general architectural design and logical functional programming.
