Study On Land Conversation And Intensive Use Of The City Of Changsha

The first intensive use of land was from the agricultural society, after that it was introduced to the urban land area research .The intensive use of urban land in China is under the influence of the western land economic theory, from the 20th century, the late 90s, in particular, under the impetus of a new round of the 1999 general survey of land and resources, China's urban land use theory and practice were deepening and expanding ,the work made a lot of great theoretical achievements and practical experiences.Extensive type of land use has brought serious consequences for urban construction and socio-economic development, it make this already a shortage of land resources a great man-made destruction and waste. Intensive and conservation use of land is necessary precondition to develop recycling economy and build a conservation-oriented society; it is not only to the current economic and social development, but also to the long-term interests and the foundation of national survival. Based on China's national conditions which is vast population and limited farmland, "cherish every inch of land", intensive and conservation use of land to achieve sustainable urban development, make urban land use patterns from low-efficiency and extensive management to the high-efficiency and conservation has become a very urgent task.Conservation and intensive land use in the small and medium urban development is particularly important, in the larger cities in the more intensive land use, in the smaller cities in the more extensive land use, and therefore we select Hunan Changsha as the study model for medium and small cities to explore the mode of China's land conservation and intensive use has a strong reference value.In this paper, we explore the connotation of the concept land conservation and intensive use, analyses the land use problems of Changsha City from the theoretical and practical aspect, the feasibility of tapping the potential and the strengthening of land,and also how to use land with conservation and intensive method.Based on the conditions of Changsha, learn from foreign advanced experience of intensive use of land, we can solve the problem of urban land intensive use from the following several aspects: First, actively promote the rational use of development area. Second, optimize of structure and layout of the city, improve land use efficiency. Third, formulate of urban development boundary; reinvigorate the stock of land, take the "content" potential development. Fourth, improve the content and methods of planning formulation; strictly monitor the practice and implementation of the plan. Fifth, improve and perfect the law of the intensive land use, strengthen the legal supervision and punishment of the land intensive use .Sixth, establish and perfect the market mechanism of urban land use. Seventh is to mobilize society to participate in intensive use of urban land.
