With the development of socialist marketing economy, the market has inquired increasing number of high value-added and high-tech modern enterprises that, whose technicians among, be equipped with management skills, or transfer the technicians to managers. Transferring technical and professional personnel to management talents has becoming a specific problem within the deep-seated changes of human resources nowadays.In today's information society, a professional technician with certain educational background, could obtain the professional managing expertise by means of joining in a series of project management courses. However, there still exist some amount of project managing skills, that couldn't be acquired via the classroom teaching. For this reason, the enterprise need to take some special managing plans and actions in the assignment and application for this kind of personnel, together with appropriate regulatory as well.This thesis, by means of analyzing the features, advantages and disadvantages of technicians vs managerial personnel, has discussed the mechanism and conditions of conversion from the former to the latter, which intends to meet the development needs of human resource (eg the talent gap) within the project management scope.Starting from the feasibility of staff"from technical to managerial", combining with analysis of the merits of the two categories, this thesis investigated the problem-frequent-occur parts, and proposed authorization, communication management and flexible management concept, together with a series of conversion process from enterprise to self person, so as to effectively realiz the conversion above, bring forward the"matching mode"and idea of"self-leadership", and ultimately achieve this kind of transferring required for establishing the organization culture.
