The success of Zhongguancun inspired the East Lake high-tech area that to build a national innovation model area, innovative talents development strategy is required, to build an excellent environment for living, job hunting, value creation, communication, knowledge exchange and corporate with every part of the area to develop the scientific and proper mechanism of encouragement.Based on importance of building national innovation model area, this thesis does deep research on the building of East Lake national innovation model area, tries to explore a scientific and proper mechanism of encouragement to further mobilize the vitality and creativity of high-tech and management people, attract more excellent people to devote themselves into innovative practice and generate more scientific and technological achievements.This thesis is based on the study of traditional theories especially on the analysis and summary of the characteristics of high-tech human recourses in high-tech corporation. Through large amount of statistics and cases, this thesis tries to find the basic problems in the mechanism of encouragement of East Lake high-tech area, give the diagnostic solution combining with reality, and systematically propose a suitable of mechanism for high-tech corporation and human recourses in East Lake high-tech area.
