The Research On Green Evaluation Of The Large-scale Public Sectors

Along with the global resources, the energy dries up day after day, the environment daily worsening. The sustainable development obtained the various countries'mutual recognition. The idea that can develop continuously is already extended to all spheres of life. Green great upsurge in studies in construction industry. The large-scale public sectors usually represent city wards, as one of the most important public places,the large-scale public sector, which has a close relationship with public services. With the quick development of Chinese's urbanization, the number of the large-scale public sectors has increased rapidly. It brings people a lot of convenience, at the same time comes about some problems such as, consumption great, poor functional and low comfortable. As a large-scale public sectors manager of the government needs a system which can be evaluating the green degree of large-scale public sectors in an all-round and scientific-systemic way.This paper analyzes the problems in the assessment system of green building for large-scale public sectors in China, taking the sustainable development theory and the green building concept as a guiding principle. The paper looked back to background of green building research and green building assessment system aboard and explains the great meaning of green building assessment. Comparing the different international assessment systems from edition, result, paper points out the common ground and localization of those assessments, such as BREEAM,LEED,GBTool and GOBAS,GBES and so on. Accordingly, win some enlightenment for build a system to evaluating the green degree of large-scale public sectors. This paper brings more then 60 evaluation targets from the perspectives of ecology, social economy, social benefits. This is a comprehensive evaluation index system. Its content includes tow aspects: environment quality(Q) and environmental load(L), and divided it into three sections. At the same time, it brings out a set of calculation method for integrate green degree with the knowledge of AHP to complete the system.Finally, using this evaluation standard to analyze the practical engineering of Chongqing, in order to verify its science, practicality and operational.Practice application indicates that this evaluation target system and the calculating method of building green value call tell relatively bad building from good one. And the outcome of assessment can give government, property developer and owner information to make a right decision.
