Research On County Service Support System In Hebei Province Based On Life Cycle

With the development of global economic, industry cluster has become a regional economic development model and an important organization form of industry development, which attracts the whole world's attention. The development of industrial clusters in China has made great achievements,especially in the promotion of county economic development. It plays a leading and stimulating role. Because of this, the local government places the development of industrial clusters on the first position, pays enough attention to it in the plan, and makes many polices to stimulate its development. Among which some policies focus on the environmental aspect of the industrial clusters development and aim to create a good supporting service system for the development of industrial clusters.In Hebei Province the county industry clusters are thriving, but the corresponding service support system do not meet the needs of its development. This article focuses on the research about service support system of county industry cluster, and this service support system is divided into logistics system, talent system, finance system, policy system. Concerning different stages of life cycle this article analyses characteristics of the service support system.By the division of service support system this paper shows a static environment where industry cluster exists. By the analysis of the four parts of the service support system and the industry cluster, we know the role service support system plays in the process of the development of the industry cluster, and whether it needs improvement. This paper divides the system into four parts: logistics, personnel, finance, policy; With life-cycle perspective to analyze the characteristics of service support system in different phases, we can dynamically analyze the development of different parts of the service support system. Then this paper sorts out and collects questionnaire from industry clusters of non-wood based panel, plastic, wire and cable in Wen'an County to verify the established model by spss and structural equation. In the process of verification, this article describes the service support system of the three major industrial clusters. And we know the service support systems in different phase have different affect on industry cluster. Then different measures should be made to enhance the construction of the service support system.
