Focusing on the study of the urbanization of the towns in Qinba mountainous area, analysing the development of urbanization theory and the characteristics and status of urbanization of this area, this article constructed the evaluation index system of th e urbanization process of the. Meanwhile, the article managed to find out the problems of urbanization process of this area by taking the comparison of the four main typical urbanization models of China and the investigation of Zhashui county into account. The suggestions about the methods and solutions that will facilitate the urbanization process of this area is also put forward.The article argues that in the period that urbanization is promoted overally, the overall development of urbanization in Shaanxi Qin BA mountain area remains at low level due to a series of factors, such as the long-standing dualistic economic pattern and the infulence of the cultural traditions, the poor self-capacity for economic development and the poor natural conditions. The low level of urbanization can not meet the need of the development of the economic society. Therefore, the speed of the process of urbaniztion must be accelerated.In the process of urbanization, the development of"feature economy"should be emphasized and the reunification of the "quality" and "quantity" should also be achieved; meanwhile, the development should be sustainable. Four approaches can be used to make an effective breakthrough on this issue. They are: first, expanding the carrying capacity of the towns. Due to the limitation of the mountain terrain of Qin Ba area, it is difficult to build large and medium-sized cities. Instead, the urbanization system of this area should set the city (county) as the centre, small towns as the frame and central villiages as the basis. Namely, the contruction of the satellite towns could enlarge the framework of the towns, so as to accumulate the elements of the space and population. Second, use the tourism services sector as the engine to push forward the optimization of the industrial structure. Qinba mountain is a resource-rich and beautiful ecological treasure. The urbanization should be on the basis of environment protection. The tertiary industry should be used primarily to optimize the industrial structure in order to achieve the transformation of the economic growth mode. Third,promoting the urbanization of agricultrual population through rural land circulation.Land consolidation is the basis of industralization and goingtoscale of agirculture. While, the pieces of land in mountainous area spread around. Therefore, modern agriculture could only be applied in small areas. The planning of the layout should follow the principle of"comparitively convergent and optimal land utilization". At the same time,accept worforce through domain diversification, solve the problems which are caused by the transfer of the labours in rural areas during urbanization, and expand the urban population ratio.Four, improve institutional mechanisms to keep the agricultural population. Make education, healthcare and pension accessible to all the urbanized agricultural population through the perfection of education, healthcare, old-age support, census register and other social security systems. Make them become a real citizen.Accelerating the process of urbanization in Qinba mountainous area, pushing forward the transfer of rural surplus labor force to non-agricultural industries and towns have great significance for improving the province's urbanization rate, narrowing down the differences between towns and villiages,speeding up the coordinated development of urban and rural areas,promoting the unification of the cities and countryside and achieve the goal of a well-off society in our province.
