Feature, Reason And The Route Selection Of Restructuring In The Present Phase Of Industrial Structure Of Tibet

Tibetan Autonomous Region is a typical underdevelopment area in China, whose development is not only related with the overall progress of Tibet's realization of a well-off society, society progress and stable, but also China's stability and unity. With the concern of the Central Committee and aids from all over the country, the economy of Tibet has made a huge progress as well as in the living standards and quality. However, due to the restrictions of all kinds of reasons, the economy of Tibet falls behind to that of other areas temporarily. The economy of Tibet falls not only reflect small and weak of economic output and average per person economical quantity, but also manifest low structure level and structure unbalanced. China is aiming to accelerate the economic development of Tibet as well as enable Tibet to develop in a fast, overall, sound and sustainable way. It is necessary for us to analyze present economic development of Tibet, especially industrial structure so as to eliminate the restricted reasons for the leap-forward economic development of Tibet. Thus, it is possible for China to find out a way which is suitable for the economic development of Tibet.At first, the author introduces the background, meaning and method of the research as well as the evolution and restructuring of the typical theory of the related industrial structure. Secondly, the author analyzes the industrial structure of Tibet in the macro aspect of output value and employment structure and the micro aspect of the present inner structure of the type of industry. On the base of the analysis of these reasons, the author analyzes the problems and the factors of the present industrial structure as well as influence to the economy of Tibet. Thirdly, it is pointed that the progress of the economy of Tibet may need a transition progress. That is developed from the lowly efficient structure of tertiary, secondary and primary industry to the transition phase of secondary, tertiary and primary industry, finally to the efficient phase of tertiary, secondary and primary industry. To realize the gradual progress, it is pointed out the aim, direction, principal and thought of economic restructuring in Tibet. On the base of realization of the special industrial structure, it is also pointed out the reason why the industrial structure of Tibet unmatched to the need of economic development of Tibet. To a large extent, it is caused by the inner imbalance among the type of industry and low efficiency. Thus, attention should be paid to inner structure of the type of the industry so as to promote the progress of industrial structure in this area. At last, it is pointed that attention should be paid to research on the special characteristics of industrial structure in Tibet. Under the direction of the ideology of science development, the emphasis should be put on the ideology of people-oriented and building up harmonious society so as to realize the favorable situation of concerted development among economy, society and nature.
