Unbalanced regional development is a major factor impeding overall economic development. Unbalance in three regions North Shaanxi,Guanzhong and south Shaanxi in Shaanxi province is very evident, mainly lying in the a big difference in the provision of quasi-public goods. The provision in backward rural areas in South Shaanxi is evidently inadequate in quantity and low level in degree, which is out of touch with the actual needs of people. On one hand, it causes serious waste, on the other hand, it directly affect people's living standard and quality and causes disatisfaction of local farmers with the provision of public goods. More importantly, it exerts a bad effect on unity, self-development and overall economic efficiency of local people.As the main consumer in rural quasi-public goods, farmer's satisfaction reflects the efficiency in the provision and development of public goods in rural areas. Therefore, the provider of public goods including government, non-government orgnization and other department should take farmer's real need into account when making decision of public goods to improve the degree of satisfaction and the efficiency of provision, thus promote the even deveplopment among different regions.Taken the rural medical care as example, questionnaires are handed out by random to investigate the degree of satisfaction with the rural medical care in Shanbei,Guanzhong and Shannan. It indicates that big difference exists in degree of satisfaction in three regions. Targeted at the difference, the paper puts up with related advice. Which lays a theoratical foundation for promoting sustainable and even development of quasi-public goods in Shaanxi province.The paper begins with the introduction including the background, significance, route, method, then defines public goods, rural quasi-public goods, regional difference and quasi-public and regions referred in the paper and summarizes the theory about effective provision of public goods and regional development. Taken rural cooperative medical care as an example, it analyzes the current condition in provision of rural medical care in Shannan, Guanzhong and Shanbei area in Shaanxi province. It is concluded that, of 3 regions in Shaanxi province, Shannan is the worst in the quantity, level and satisfacion with provision of pubic goods. Followed is Shanbei, Guanzhong is the best of the three. Based on the statistical analysis, regression analysis about factors affecting the satisfaction with the new rural cooperative medical care in 3 regions is made respectively. The result shows that in Shanbei, the main factors affacting the degree of satisfaction with rural quasi-public goods are the level of provision, education level and health condition of local people; In Guanzhong, the satisfation is affected mainly by the level of provision. While the level of provison, government management in public goods, income and the quantity of provision are main factor affecting the satisfaction of Shannan people with the rural quasi-public goods. Targeted the difference in factors in 3 regions, measures and recommendation is put forward to promote fair and effective provision of quasi-public goods and even development in 3 regions.
