The hydropower, tourism, oil, coal and other resources are very rich in China. In recent years, owing to the unreasonable distribution of benefits, a series of contradictions appeared in the process of the resource exploitation, and gradually led the people to thinking of the interest distribution .The process of resources exploitation involves the interests of countries, local governments, developing companies and local residents. The quartet was supposed to share the benefits, but the current resource allocation mechanism is not fair and obviously ignore the interests of the local government and residents, which leading to the imbalance of benefits distribution in resource exploitation.ChangYang Tujia Autonomous County is rich in hydropower resources which greatly promoted the development of local economy, but the local government and residents is still in "rich and poor" because it has not established a good coordination mechanism of interests about exploiting resources. How to improve the system and resolve the stakeholders'conflict in economic development become a increasingly prominent and urgent problem.The coordination mechanism of interests plays a important role in orderly and reasonably exploiting resource,promoting the development of the local economy,alleviating the conflict of benefit,coordinating the regional development and maintaining social stability in the process of resource exploitation.In this paper, I am drawing on literature analysis, survey research, theoretical and comparative analysis to study on the conflict of interests and how to establish coordination mechanisms of interests in the process of exploiting the resources of Changyang. The paper is divided into five parts:The first part outlines the background and significance of this research , and then reviews the relevant theories studied at home and abroad on stakeholders and coordination mechanisms about resource development. It also proposes the idea and framework of the research. The second part demonstrates the total amount ,distribution characteristics, development status of hydropower resources, and then analyzes the impact of hydropower resources exploitation in Changyang from economic, environmental and social aspects. The third part analyzes the stakeholders and the performance of the conflict of interests in the exploitation of hydropower resources in Changyang.There are many reasons for the conflicts, mainly in terms of water resources management mechanism of property rights is not scientific, management of water resources exploitation system is unreasonable, the process of coordination mechanisms of interest in hydropower exploitation has not been established, in addition, effective protection of the environment is not available due to the absence of eco-compensation mechanism. The fourth part introduces some cases of resource exploitation at home and abroad and summarizes the experiences about co-ordinating interests such as Yinzidu Hydropower Station in Guizhou Province ,the Three Gorges Hydropower Station, the United States, Egypt and the World Bank. Then utilizes them to develop our country's hydropower resource. The fifth part proposed the countermeasures to construct the Coordination Mechanism included by establishing the community resources mechanism in the process of exploiting resources to safeguard the interests of residents; reforming the system of distributing income; carrying out the reforms of tax and innovating the mechanism of distributing interests; enforcing reasonable arrangement of property rights; improving coordination mechanism and the mechanism of resolving the conflict of interests; establishing the mechanism of protecting environment.
