Analysis On The Current Situation And Measures Of The Human Resource Development In The Ethnic Minority Regions Of Western China

Human resource as an important resource plays the vital role in any period andany activity of human beings. Without it, other social resources could not functionadequately and congruously. With the rapid development of the modern society andthe great progress made in science and technology, human resource plays more andmore predominant role in the social development. In the age of knowledge-basedeconomy, human resource is attached great importance by every region and everycountry, including the ethnic minority regions of western China. As the vital resourcefor the development of modern society, human resource’s development level andeffect decide the development of economic and social in the ethnic minority region ofwestern China. Adequate, reasonable and effective development of the humanresources in the ethnic minority region of Western China is not only the importantguarantee to promote the western development strategy, but also the solid foundationto realize the socialist modernization of the western China. Therefore, to widen anddeepen the study on it is the major way to solve the problem of development ofhuman resource in the ethnic minority region of western China.Since the western development strategy, the government of China has beenoffering more help to the western minority regions, which lead to a great change inthe whole western regions compared to the early years. A series of favorable policyfrom the Chinese government play a great part in changing the situation of thebackwardness and the poverty, reducing the number of the poor, and improving theliving standard and the quality of most people’s lives in the western minority regions.However, there is still a great gap between other regions, especially the easterndeveloped regions and the western regions because of its vulnerable economicfoundation and low productivity. Meanwhile, the lack of sufficient attention andscientific programming results in the stagnation of the development of humanresource. The lack of talents hindered the development and progress of the socialundertakings in the ethnic minority regions of western China seriously.Based on the existing studies, the thesis sticks to the principle of seeking truthfrom the facts and has a comprehensive and integrative discussion on the human resources development of the ethnic minority regions of the western China fromtheoretical and empirical perspectives. This research enriches the specializedtheoretical study about the human resources development in the ethnic minorityregions of the western China, systematically analyzes and discusses the macroscopicenvironment of the western minority regions and the current situation and the existingproblems of the human resource development. The measures are also provided toimprove the comprehensive quality and capacity of the human resource, and thenpromote the comprehensive, coordinated, and sustainable development of the societyand economy in the ethnic minority regions of western China.
