Community commerce is a kind of commerce for the residents in the community scope as the service object, which will benefit, satisfy and promote residents comprehensive consumption for the target. Community commerce is the basis of city commerce and the important carrier to meet integrated consumption of consumers. The community commerce started from the American in the 50's in 20 centuries. Then it also gradually large-scale developed in other western nations. With the development of the economics and acceleration of the urbanization in China since the 21 century, the government commercial firms and residents pay more attention on the development of community commerce as the basic part in commercial economics system.This paper focus on the community commerce in Baoshan district, analyses the main problems and reasons about the city community commerce. Firstly, in this paper, there is a introduction of the history and actuality of the community commerce in Baoshan. Secondly, according to the real problems encountered in the development of the community commerce in Baoshan, summarize and analyze the prevalent problems and conflicts of current urban community commerce, such as disordered development, failure of the market mechanisms, lack of business investment guidance, disaccord between the commercial set and residents'demand, and analyze the deep reasons of the above problems from the community commerce development planning, commerce development models, commerce models, etc. Lastly, in order to solve the problems and keep on sustainable development demand, with the experience of the development of community commerce in the world, some suggestions of the community commerce development had been put forward.
