Analysis And Countermeasure Research On The Current Situation Of Industry Community Governance In Foshan City

Foshan industrial community is the combination of industrial transformation and urbanization upgrading, the industrial community governance is different from ordinary community governance, it’s the result of the common governance of government, property management companies and residents. After researching the governance of the industrial community in Foshan city, the author summarizes the characteristics and results of the industrial community governance, which can provide useful experience for the industrial community management in Guangdong province and even the whole country.In this paper, the author analyzes the influence of public governance theory on community governance theory, and on the basis of the research and analysis of domestic and international advanced community governance theory, after doing the field of research, visiting the community, carrying out the survey questionnaires, interviews and researching activities of government, social management and residents, the author has mastered the present situation of industrial community governance. The author has also found some good examples, for example, one is the industrial community of Han day Science and Technology Building which has more characteristics of governance that is guided by the government, the other is the industrial community of Guangdong Valley-Photoelectricity Industrial Park which is led by the enterprise. Through analyzing the difference of these two different governance entities in the industrial community among the government, enterprises (property management companies) and residents in the community governance, the author has found out the interaction between these three elements and it’s role in governance.The industrial community governance should take into account the work of industrial parks and community governance.but there are still some problems at present, the author analyzes the causes of them, the main cause is that the role of the government is not clear in the industrial community governance, and the public services need to be strengthened, etc. Through the lessons from domestic and international industrial community’s successful experience of management, this paper puts forward a few countermeasures which can improve the work of community governance in Foshan:First of all, adhering to the working methods of both the multiple governance and the promotion by government; Secondly, trying to actively mobilize the enthusiasm of residents and explore the effective realization form of community autonomy, as well as to improve the negotiation mechanism of governance; Then, trying to integrate community with resources, especially focus on improving the "life circle" so as to achieve the equalization of public services; The last, the government should strongly support social groups and stimulate the vitality of community organization.In this article, the author starts from two industrial communities of different governance subject, analyzes its formation, present situation of governance and working situation, and it is a new attempt and exploration of community governance research. The industrial community is the organism of industrial upgrading and urbanization development, it’s a right way of innovation and social management work that the government, enterprises and residents take part in the industrial community governance together.
