Research On The Difficulties In Expanding Enterprise Pension Insurance's Coverage Of Heng-yang City And Its Countermeasures

At present, the reforming of pension insurance system has becoming one of the hot issues in the economic reforming, and it is also a project that turn out to be more intense and more difficult in our country's social security system reforming.In our country, the narrow coverage of the pension insurance is still a long term prominent contradiction of the social security system, which now is a main problem of the social security system reforming. With the development of the trend of population aging is being quickened, the dependency ratio of the age climbs ever higher, which is not only increase the enterprise pension insurance's operation burden, but also make the demand of the new employs to the pension insurance become urgent as for the adjustment of industrial structure and the changes in the ways of employment. Thus, the research on how to expand the coverage of the enterprise pension insurance are of theoretical interest and also of great relevance to applications. The author,by using literature consultation method, and on this basis, integrated with comparative analytical method and combination of qualitative and quantitative analysis, represents the basic theroy of social security system, and analysis the necessity and feasibility of expanding the coverage of enterprise pension insurance in Hengyang city, and by using empirical analysis, discusses the enterprise pension insurance's present situation, and on this basis, presents corresponding measures and suggestions to expand the enterprise pension insurance's coverage.The author firstly introduces the basic theory of the social security system, and illuminates that in the new situation, workers of the private enterprise, individual businesses, flexible employees and other non-formal employment groups should be brought into the basic pension insurance coverage. Then, the author explains the necessity of expanding pension insurance coverage in Hengyang city from the perspective of socio-economic development, self-employment groups, and the sustainability of old-age insurance system, and analysis the feasibility of expanding pension insurance coverage in Hengyang city from the perspective of laws and statutes complement and the government's public policy choice. A large muber of detailed data as evidence resources was applied to analysis the present situation of the enterprise pension insurance's expanding coverage of Hengyang city, which is mainly from the perspective of the high paying rate, the different participate attitudes of the nonpublicly-owned enterprise employs, the very mobile of the employs, and the low wage, etc. On the basis of the diagnosis, We think policy implementation to its own internal difficulties; companies expand the policy of passive coping; employee personal pension diversification strategy and expansion of surface defects in the system; collection costs appear big loophole is the main reason.Through diagnose theses factors, improved the old building of relevant laws and regulations; complet the old design; optimal policy system and perfect the management level of social security agencies are effective measures to expand the coverage of Hengyang city corporate pension.
