A Study On Changzhutan City Cluster Low-carbon Economic Development Model, Approach And Policy

Global warming and frequent environmental disasters make people rethink the "carbon economy" model which has been popular since the Industrial Revolution. In this context, low-carbon economy, as a new mode of development, is rapidly accepted and implemented by countries worldwide. Low-carbon economy model is based on human's understanding of relations among economy and environment and society, and is guided by the sustainable development theory. It takes technology innovation, system innovation and concept updating as its core, and makes fewer energy consumption and fewer greenhouse gas emissions as its target. It aims to reduce the negative effect of economic and social activities on environment. And it is a new form to achieve economic development while making the economic development and environmental protection a win-win. It is a large system which involves the production mode, life style, values and national interests, etc. The CZT City Cluster, as a pilot area of China's goal to make a "resource-saving and environment-friendly" society, takes the low-economy development as an important part in its social construction.The paper is based on the theory of sustainable development, ecological footprint theory, decoupling development theory, technology innovation and system innovation management and other low-carbon economy theories, and makes the CZT City Cluster as the research object. And the paper evaluates the development of the CZT City Cluster and explores the low-carbon economy urban development model, development approach and development policies for the CZT City Cluster. First of all, under the guidance of the theory of low-carbon economy, following the principles to make a index system, a low carbon economy CZT urban cluster evaluation index system is builder, which includes the four-level indicators, nine secondary indexes, thirty three indicators, and the coefficient of variation is determined by using the weight of each index on Tan City Cluster Development of a low carbon economy quantitative evaluation. The results of CZT City Cluster evaluation show that low-carbon economic development, although being in a rising trend, the overall development of low-carbon economy is not satisfactory. Second, on the basis of introducing the group of CZT city's long-term goals, medium-term objectives, short-term goal of low-carbon economy development, the paper builds a economic development mode of the city group of Changsha, which takes low-carbon society, low-carbon economic development, low-carbon energy development, low-carbon management as the main buildings. In this paper, the way to develop low-economy is suggested from the angles of energy restructuring, energy efficiency, industrial structure, consumption patterns change, carbon sequestration potential of play, domestic and international economic and technological cooperation and other aspects. Finally, the paper introduces policy tools in foreign countries to develop low-carbon economy, and sets it as a reference for the CZT City Cluster, and builds a low-carbon society by the implementation of low-carbon economic development strategy. Improve low Carbon laws and regulations to provide protection for low-carbon technology innovation; to guide the market and to make optimal allocation of resources by policy innovation; to fully mobilize the enthusiasm of stakeholders we have to deepen the national energy conservation activities and so this paper proposes strategies for the development of the CZT City Cluster, and guidance for the low-carbon economy development of the CZT City Cluster is expected.
