The Research On The Development And Strategy Of Technology Business Incubator In Anhui Province

Establishing a resource-saving and environment-friendly society, and taking the sustainable development road, are the basic requirement of Scientific Outlook on Development. Accelerating the transformation of the pattern of economic development and adjusting and optimizing the economic structure, including fostering emerging industries of strategic importance and promoting the strategic development of small and medium-sized enterprises, we could find that in the report on the work of the government in 2010. Science and technology enterprise mainly provide the production, such as electronics, information, new materials, new energy, and bio-engineering, for us. It holds a lot of science and technology, and use little resources and have little pollution to our environment. So it is useful to accelerate the development of science and technology enterprises, for sustainable development and accelerating the transformation of the pattern of economic development and adjusting and optimizing the economic structure in China.For a long time, because of our science and technology was not very developed and the support to entrepreneurship is not enough and other reasons, the development of science and technology enterprises in China is not optimistic, especially in the less developed central and western provinces. To change this situation, our government has established some high-tech zones and technology business incubators (abbreviated as TBI), hope to speed up the development of science and technology enterprises in the eighth decade of last century. Anhui is a less developed economy province, and the development of technology business incubator is not very well and there is a great gap between the relatively developed provinces. Based on the surveys in the six representative cities in Anhui province and comparative analysis with other provinces science, we found that there are many problems in technology business incubators of Anhui province. Then we have a deeply analysis to the reasons of the problems. All we do maybe is useful to the sustainable development of technology business incubator and the development of science and technology enterprise in Anhui province.As the basis for this study, we collected the theory of literature of technology business incubator in domestic and international, summed up the situation and traces at home and abroad, especially in Anhui Province. Then, the development conditions of technology business incubator in Anhui Province were analyzed from two levels. The first level is the overall development status, including the development is uneven in the cities in Anhui Province, gradually going into the phase of enterprise operation, the overall level is low and the development of professional incubator is not very well. On the second level, we is consolidated the survey and interview analysis some technology business incubators and science and technology enterprises in the six cities in Anhui Province, and found that there are three problems in the technology business incubators in Anhui Province. The first one is lack of the "high soft services", The second one is the financing channels is very single, the earnings is very bad, and lack of specialized technical personnel, so is difficult to intervene in specific matters. The third is the external macro-environment is not very well.Based on depth analysis to the development situation and questions of the technology business incubators in Anhui Province, we analyze the reasons from two point of views. The first one is objective reasons. The scientific and technological strength of Anhui Province is not very well, with a big gap between the developed provinces, has seriously affected the development of technology Business Incubator in Anhui Province. Secondly, we have a deep-level analysis to the reasons from the view of new institutional economics.After the analysis to the overall characteristics and specific problems of technology business incubators in Anhui Province, we try to give some advice to the development of technology business incubator in Anhui Province, that is the conclusion of the paper. We give three advices. First, the of the government must converse its role; secondly, the technology business incubators must develop entrepreneurially and professionally. Thirdly, the technology business incubators must cooperate with venture capital in Anhui Province. We hope that all we do could be useful to the technology business incubator small and medium technology enterprises in Anhui Province.
