In the 21st century, promoting social development and solving livelihood issues have become a theme of political activities from Central People's Government to local government at all levels. The "12th Five-Year Plan" puts much emphasis on the construction of social security system which covers urban and rural residents. However, it is a reality that the construction of rural social security system is backward and weak. This is in direct contradiction to the farmer's growing need for social security. Currently, it is urgent that we should speed up the construction of urban and rural social security system.After nearly 60 years of development, the rural social security system which regards rural pension insurance, rural poverty relief, rural health insurance as its main content is more and more perfect, but it still fails to meet people's growing need for social security. Especially, the complicated security problem of landless peasants and rural migrant workers worsen the situation.70% of our national population is not entitled to 30% of the state benefits. The grand goal of building an overall prosperous society grows difficult to realize. Imperfect state system, insufficient financial investment and conservative concepts of farmers constitute three direct reasons for not making progress of social security system.Based on country's long-term interests and the well-being of farmers, this paper analyzes the historical process and future situation of the reforms and constructions of rural social security system and then generalizes the main problems of rural social security system by referencing many monographs and studying lots of data. Finally, this paper brings forward some operable and specific measures of perfecting rural social security system on the basis of defining the value orientation of state, local government and farmers when they face the issues of rural social security system.
