Exploring Of Government Responsibility System Of China's Food Safety

Food safety is not only closely related to the health and lives of Chinese people, but also concerns economic development, political stability, social harmony, international trade and national image. In recent years, a series of food safety incidents, like Big -head Baby incident, Sudan Red, Clenbuterol, "Sanlu milk powder problem, have occurred frequently. Accordingly, these food safety incidents have drawn the attention of state government and academic circles. The thesis, on the perspective of government responsibility, makes an analysis of the issue of food safety.As the direct protector of public interests, the government takes serious responsibilities for food safety; therefore, food safety is one of the responsibilities of each government all over the world. What kind of responsibilities should be undertaken by the government? What is the relationship between administrative bodies and the relationship between administrative subjects and their objects? What measures should be taken to secure the implementation of government responsibilities for food safety? Meanwhile, who should be responsible for the food safety incidents after their occurrences.... All of the questions fall into the categories of food safety and government responsibility, which is also the main focus of the thesis.The thesis mainly discusses the following three arguments. First, food safety government responsibility system is in itself a system, and it is up to people's governments at all levels and the related security regulators, who take different responsibilities in the system. Only each sector performs its own functions can government's role in food security come into full play.Governmental responsibility itself is a developmental concept and it exists in different forms according to different historical periods and different regions and countries. Food safety government responsibility system is not static and not isolated from the related system and its changes. Instead, it is the interactive results of many factors like economy, politics, culture, history etc. Besides, it is closely connected with the specific historical context and institutional framework of our country.The biggest problem confronting food safety government responsibility is the issue of responsibility implementation. From the government itself, the author suggests improving government accountability, strengthening intergovernmental cooperation and coordination as well as perfecting government performance assessment and government accountability system to secure the further implementation of food safety governmental responsibility.
