At present, our state-owned enterprises are still the leading factor in our national economy with its domination increasing day by day. How to properly manage these SOES, as well as how to make them develop rapidly and maintain the leadership of our Party will be significant in enforcing the economic and political basis of the party. The crucial part of managing the state-owned enterprises lies in the role of the manager and the leaders group.Performance Assessing is the key in human resource management. The present theory of assessing stemmed from the researches on assessing of enterprises with the United States taking the lead. Except for a few state-owned enterprises or organizations, performance assessing in private economy is mainly used in big companies and the diagnosing and consultation of the enterprise management. You can seldom find studies on the assessing of the leading group of the state-owned enterprise and managers by the party committee and the government and this kind of theories and their practice achievement. The aim of this article is to study how to assess the leading group in state-owned enterprises governed by the local party committee under the circumstances of socialism and the principle of the cadres' commanding by the Party so as to complement and improve the available theories of performance assessing within enterprises and organizations.The key of performance assessing is to design reasonable assessing norms. Therefore, this article focuses on the annual assessing norms for the sixteen important SOES administrated by A city committee of the Communist Party, working out a series of norms that can be used in practice through authentic proofs and the experiences of the author.The basic train of thought of this article is to comprehensively use two types of performance assessing theories to revise and improve the assessing norms to establish a set of simple and practical norms which will lay stress on both the actions and the result and pay special attention to the norms for both general and individual characters in order to reflect the overall performance of the state-run enterprises by means of making full use of the available experience and in accordance with the nature, function and the strategic targets of the enterprises.This article features two prominent points, namely, practicality and adhering to the principle that carrying on the predecessors'experience is the prerequisite of creation. And great efforts have been made to improve the present assessing norms without involving the managing system of SOES. It is just the two major features that guarantee the use of the norms designed in practice.The deficiency of this article is the inadequate theoretical supports and too much dependence on experience without enough reference materials.
