Performance management is a management circle including six stages: performance planning, performance implement and management, performance assess, performance feedback and interview, performance improvement, performance result appliance, etc. The enterprise could improve management efficient and management level by establishing and executing restriction and excitation mechanism, and the strategic objective will be realized by effective object decomposing and performance task implement step by step and level by level. As to TPCC (SINO PEC Tianjin Branch), performance management is a measure and process to insure the activity and the output of work are identical to group objective.Basing on the circumstances of TPCC and analyzing the present version of performance management, using the theory of performance management, game theory, balanced scorecard and performance assess of 360 dimensions, this paper takes further and multi-angle consideration to the"integrative"innovation and performance management relationship of TPCC. With the implement of"integrative"innovation, the organization and staff of TPCC are reduced, and the management functions are changed as well. The former management assess system could not keep up with the change, so the corresponding innovation and consummate became more and more urgent. This paper clarified the purpose of performance management in TPCC form a vary point of view, compared and chose the appropriate method for TPCC. The new version of TPCC performance management was set up on the basis of extensive investigate and partial trial, combined with former version and with lots of innovation, modification, and improvement.The new version of TPCC performance management is an integrative management process which emphasize particularly on information communicating and performance improving. It emphasizes that the performance management activity is developed under group object. This version lays stress on the function of performance planning in performance management, emphasizing process control. It also fully exploits the restriction and excitation function of performance management, then to insure the safe, stabilization, persistence, consummation, and high quality of production and management in the enterprise, and eventually to fulfill the strategic objective of TPCC.
