Research On Building Free Trade Port Area (FTPA) Of Shandong Peninsula

Isolated from other domestic regions, free trade area is an economic area set up by a state government to achieve certain economic goals and through special economic policies and patterns. At present the distinctive features of free trade zone are closed isolation, within the borders while outside the customs territory, free trade, preferential policies and combination of port and area. With the accelerated integration of China into the global economy, since the 1990s, in order to fit the speeding-up of opening up, referring to the successful experience of international free trade area and free port, China has set up diversified special economic zones with the nature of free trade port are such as bonded zone, export processing zone, bonded logistics park, bonded logistics center, bonded ports, integrated bonded zone. With the accelerated integration of China into the global economy, especially after China's entry into WTO, the conflicts between the above functional areas and international practices have become increasingly obvious in terms of management mechanism, regulations, function design and so on. Therefore, the "three-step path" of implementing zone and port, constructing free trade port area and transforming to free port was formed at China Free Trade Zone Management and Development Forum held in Qingdao Free Trade Zone in 2003, which laid the theoretical foundation for the development of free trade port area in China.On the basis of driving the transformation of Qingdao Free Trade Port Area and building FTPA on Shandong Peninsula and by the methods of case analysis and comparative study, this thesis carries out the research on the general features of free trade operation mechanism under the background of economic globalization, profoundly analyses the successful operation experience of major international free ports, compares the differences between FTPAs in China and international free ports in areas such as laws and regulations, management system, supervision mode, and unfolds the SWOT matrix analysis of building FTPA on Shandong Peninsula. By refining similarities and exploring differences, this thesis puts forward the construction mode, operation mode and implementation steps, the issues to be noted and the difficulties to encounter of building FTPA on Shandong Peninsula. Successfully constructing the Free Trade Port Area of Shandong Peninsula, which is the commanding height and bridgehead of opening-up, can make Shandong and even China develop their socialist system fundamental advantages on a firm footing and carry out a wide range of structural reform and institutional innovation with global vision, achieving the full integration with world market economy. Free Trade Port Area has become the core of great power's continuous growing and the frontier of innovative nation-building and thus further enhances the international competitiveness of our economy and promotes our country's economic construction development and opening-up towards the new phase of optimization and polarization. This has some theoretical and practical significance of developing the target pattern and functional orientation of Free Trade Port Area and bettering its management and operation.
