Analysis Of Constraints On Rural Land Contracting And Managing Rights Circulation In Ya'an City

There are many defects such as low quality and slow speed,non-standard transactions, complex circulation terrain, single circulation way, low degree of capitalization in the practice of circulation of the rural land's contract for the managerial right, which are constrainting directly to the rational flow and optimized configuration of scarce land resource, affecting development of agriculture and rural economic. Therefore, studying the situation and restriction factor of circulation of the rural land's contract for the managerial right of the cultivated land circulation and promoting the circulation of arable land further, has the important social practical significance.This research is guided by TOC theoretical analysis framework, combined with other theories, based on the on-the-spot interviews and questionnaire to 350 households in Ya'an City, has a research and analysis to the situation and restriction factor of the farmland's circulation in Ya'an City by using the way qualitative and quantitative combined, identified major constraint factors, analysed the reasons,to eliminate or reduce restriction to farmland's circulation, discussesed the countermeasures and suggestions to promote farmland's circulation of research areas according to the study.Through relevant analysis we can obtain the main results are as follow:(1)The main problems about farmland's circulation status in Ya'an are low circulation and incidence rate, low quality cultivated land circulated; single farmland's circulation way: low degree of farmland's capitalization; non-strict national laws, regulations and policies, the situation farmers'rights infringement happened occasionally.(2)Through qualitative analysis of constraints in circulation of farmland in Ya'an. the major constraint factors of farmland's circulation are:area of per capita cultivated land is less; farmers'dependence on land is strong; farming is the main source of farmers'income; famers know little about relevant policies, laws and regulations of land circulation; there's a gap between rural-urban fringe zone and the places far away from the urban district about natural conditions, farmland income and so on.(3)Has a Logistic regression analysis on eight assumption restriction factor by applying SPSS18.0,identified major accurate constraint factors according to the significant including:per capita cultivated land, terrain of farmland, understanding to the circulation policy and the land function.(4) According to the research analysis results, under the guidance of the theory TOC, eliminate or slow the constraint degree of restriction factor, discusses the suggestions and countermeasure about promoting regional farmland's circulation.
