Research On Zhengzhou Migrant Workers Endowment Insurance Problem

Since reform and opening up, our economic development levels have been greatly enhanced, and the process of urbanization has made much headway, a large number of rural surplus labor move from countryside to city, in which they can engage in various of works, such as building, business and so on. More and more farmers in city, forming a important backbone forces of urban construction and economic development------migrant workers, but also brought a series problems of migrant workers, especially the old-age problem has become a hot issue in current. In this situation, perfect pension insurance system of migrant workers is particularly important. Establish pension insurance system of migrant workers plays an important role for optimizing social structure,speed up urbanization and the urban and rural's development. It also expressing social equity and justice,ensuring migrant workers' elderly living. While it is the objective requirements of building socialistic harmonious society and a new socialist countryside too.Pension insurance of migrant workers also aroused concern and attention at all levels of government, Zheng zhou City is exploring the road of endowment insurance actively,after several years of efforts, Zheng zhou City has achieved certain results, but there are still many problems:the low awareness；insurance were not enthusiastic; the low convergence level and the policy can't be join together; Zheng workers' pension insurance rights have been violated; lack of corporate responsibility, not required to participate in pension insurance; endowment insurance of the legal system is not perfect and so on. These problems are real, has negative effects for migrant workers in Zheng zhou City and is not conducive to guarantee Zheng workers' pension insurance rights, so research the pension insurance system of migrant workers is necessary. Paper is through investigation and study to know the actual situation, find out the main problems and their causes, combine success experience with advanced cities and propose solutions. There are five parts in paper:The first part outlines the research background and significance, the theoretical study at home and abroad, the research tools and methods, the definition of related concepts.The second part, introduced the pension insurance status of migrant workers.The third part, based on the intent of this study, through investigating to migrant workers in Zheng zhou, describe the basic situation of the investigation, the investigation process, analyse the results of the questionnaire.The fourth part, bring up the problems and reasons in pension insurance of migrant workers in Zheng zhou City.The fifth part, propose solutions for solving problems, through publicity, improve the existing system, increase the Government's financial support and raise earnings level of migrant workers in Zheng zhou City to guarantee their pension insurance rights and benefits.
