The Study On The Value Of S&T And S&T Input Policy Of China In The New Period

Policy-making is infiltrated by value; the choice of policy fundamentally depends on the choice of value. The value of S&T (science and technology) is the basis and prerequisite to make input-policy, and the S&T input-policies for a certain period also embody the values of S&T during this period. S&T inputs as a necessary material foundation to carry out S&T activities is an important index which reflects S&T strength of a country or a region. Establishing a well-found system of S&T input-policy has become a country's strategic measure to develop science and technology and enhance the comprehensive national strength. It has a great significance for the development of science, technology and society of our country through investigating value of S&T and S&T input-policy, following the logic of S&T its own development, coordinating all aspects of its value, to establish a well-found S&T input-policy system to protect, develop and make good use of science and technology as a great tool system. This article takes the relationship between value of S&T and S&T input-policy as the breakthrough point, firstly, analyze the guiding role of value of S&T to S&T input-policy through instrument value and purpose value two aspects; next, the article arrange, analyze and examine the S&T input-policy after the reform and opening-up from the angle of the value of S&T, review the development history, and divide it into four phases:the recovery phase, starting to catch up phase, the comprehensive reform phase, the full support for innovation phase; then, the article makes a analysis of the present state and deficiencies of Chinese S&T input-policy, sums up the experience and favorable factors, and discuss the problem and unfavorable factors; finally, the article analyze the value of S&T from both angle of establishing national innovation systems and building harmonious society, and basing on the value, put forward the completed S&T input-policy measures to promote the development of science, technology and social.
