Institutions supporting agriculture ability is insufficient, not only constrain farmers to the investment enthusiasm of agricultural production, but also undermine the foundation of agricultural sustainable development and influence the pace of the rural economic structure adjustment. Consequently, we should propose that must strengthen supporting agriculture ability construction of inclusive rural financial institution, improve the capacity and level of institutions. It has important practical significance.On the basis of the concept limits of inclusive rural financial institution, supporting agriculture ability of inclusive rural financial institution, supporting agriculture ability construction of inclusive rural financial institution and so on, this research analyzes the necessity of inclusive rural financial institution supporting agriculture ability construction, and carries on the limits in the foundation, and propose theoretical basis of supporting agriculture ability construction of inclusive rural financial institution.Afterward, on the basis of using for the index system of rural finance institution ability internationally, combing with our unique practical operation of rural financial institutions, and simultaneously in consultation with the opinions of relevant experts, from the condition of supporting agriculture, the process of supporting agriculture, the effect of supporting agriculture three aspects, constructs the index system of inclusive rural financial institution supporting agriculture ability. The condition of supporting agriculture includes institution own condition and the external environment. The process of supporting agriculture includes the process of customer recognition, the process of loan transaction, the process of loan monitor and the process of fund recycling. The effect of supporting agriculture includes the institution sustainable development, the service breadth, the service depth, farmers satisfaction and farmers profits.Next, take HN County of Hunan Province, LJ Rural credit cooperative for example, we carry on the empirical analysis to the index system of inclusive rural financial institution supporting agriculture ability, measure our country the present situation of inclusive rural financial institution supporting agriculture ability. The result showed that the current HN county of Hunan Province inclusive rural financial institution supporting agriculture ability index is 69.91% and supporting agriculture ability is ordinary. Although the LY rural credit cooperative already initially has the condition to provide the supporting agriculture financial service for mid and low earning farmers, the resistance factors have not favored institution supporting agriculture in these conditions. The transaction cost of the institution is also very high in the supporting agriculture process, causing the institution that provides the supporting agriculture financial service not positively for farmers. And the effect of institution supporting agriculture is yet to be further improved.Then, from two aspects of the internal condition and the external environment, we analyze the influencing factors of inclusive rural financial institution supporting agriculture ability thoroughly, and calculate the weight of each influencing factor through the analytic hierarchy process. We discover that influencing factors of inclusive rural financial institution supporting agriculture ability is various, each influencing factor is different, the influencing factor is also complicated and diversified, and reach a conclusion that the internal factor is the most important influencing factors of inclusive rural financial institution supporting agriculture ability, but external factor is lower important influencing factors.Finally, propose the ideas that inclusive rural financial institution supporting agriculture ability construction and the countermeasure suggestion that improve institution supporting agriculture ability and level. Through strengthening inclusive rural financial institution supporting agriculture ability construction and enhancing institution supporting agriculture ability and level, achieves inclusive goal that provide wide and sustainable supporting agriculture financial service for mid and low earning farmers, especially for poor farmers, simultaneously also realizes institution own sustainable development.
