Quality Of Leading Cadres Of The Transition And Capacity Building

Leading cadres of all levels are the backbone of national construction and valuable wealth. Their qualities and abilities do influence the process of national development, and they are also an important issue which has to be deeply studied and highly concerned. Whether the cadres are qualified or not has a direct effect on the success of the transition period. So importance should be constantly attached to improving the qualities and abilities of leading cadres in such period.In this paper, based on leading scientific theory, through theoretically analytical method and combining the actual situation of international and domestic social development, the basic qualities and abilities are put forward to become a qualified leading cadre. Meanwhile, according to the basic requirements of the development of the transition period, the special qualities and abilities of leading cadres in the transition period and the main solution to improving them are put forward. And the drawn conclusions are as follows:A profound understanding of the features and nature of the transition period is the prerequisite and basis of improving the qualities and abilities of the leading cadres. A good grasp of ways of leaders and management in such period is the main content. A harmonious blend of traditional and modern management is the effective way. A firm belief in scientific, harmonious and environmental development is the key point. Sticking to the idea of'people-oriented and people's livelihood above everything else'is the core of requirements. Hard studying, bravely exploring and excitedly advancing is the fundamental motivation.
