Research On Manas River Valley's Economic Development And Ecological Protection

The rights to development is a fundamental, comprehensive concept of the human rights, including economic development rights, social development rights, cultural development rights and political development rights, and economic development rights is the kernel. Since 1978, our economy has great development, and the achievements have attracted worldwide attention. But there is imbalance of economy in different regions and different ethnic. How to solve the problem that the imbalance between east and west? It is a collarwork to the PPC and government of China. As we all know, western region of China inhabited by ethnic minority areas, china's ethnic autonomous areas are mainly located in the western region. The less developed condition of western region is that the issue of national regional development. The minority and the whole county interact to each other. The right to development of people in autonomous regions, especially the economic development rights, is related to development of the whole country and minority. To ensure the economic development rights of people in autonomous region and accelerate regional economic development is not only an economic problem, or a political issue.The CCP and government have recognized the importance to develop economic of minority, and made a great practice. The government implementation of the "Western Development", to give minorities preferential policies, the effect is significant. Especially since the "Western Development", the economy of western areas has changed a lot. However, the western minority areas'fragile ecological environment doomed the development in the region will be full of thorns. With the process of "Western Development", coupled with excessive and blind parts of resource development, making the fragile ecological environment even worse, the contradiction between economic development and ecological protection is more and more prominent. Recent years, the enormous pressure of economic development due to ecological damage, made people have a new understanding to the development of ecological environment. People carry out a lot of work to recovery the ecological conditions. These areas are faced with adjustment of production mode, therefore made a great impact on the economic development of the local people. Development as object to the right of development emphasize the diverse development, comprehensive development, it includes the political, economic, cultural and social aspects. At the same time, this development is the harmonization of political, economic, cultural and social development, rather than simply one aspect of ecological or economic development. Therefore, the western regions should pay attention to the coordination development aspects of the content, especially in minority areas' fragile ecological regions, how in the development process to achieve the coordination of ecological and economic development has a special significance.This paper selects the representative of the Manas River basin as empirical analysis of the object, based on the theory the right to development, research on the economic development and ecological protection and harmonious relations, and analysis of the Manas River Valley economic development and ecological protection relationship, trying to find a reasonable path to deal with the contradictory relationship between economic development and ecological protection in the Manas River Valley.
