| Through over 30 years of the development under the reform and opening-up policy, Chinese private enterprises have been more and more important in the position and the role of National economy. According to statistic of business administration in 2008, the development of private economy has kept a high growth rate. There are 5,523,100 private businesses have registered in total. Compare with previous year,479,300 private businesses increased, it increased 9.5%; and there are 72,830,000 employees include 6,195,600 employees ascended this year, it increased 9.3%; the registered capital has reached to 9.756001 trillion yuan, it increased 23.64% than last year which is 1.865269 trillion yuan. So the development of private enterprises will become an important factor in the steady development of the national economy.The private enterprises in Anhui Province have done remarkable contributions to the development of Anhui economy and society. According to the data of Provincial Federation of Industry in 2007:the GDP of Anhui private economy is 52.4% of total, and the growth rate is 67.4% which the contribution of Anhui province. On the contribution of tax payment, the private economy paid 6.6 billion; it is 16.9% which the private enterprises paid in others of province. Most of private enterprises made important role in local development of economy. So private enterprises are the backbone on employment in Anhui. Thus, the development of Anhui private businesses has irreplaceable role and function on about enhancing the development of Anhui economy, expanding the employment, keeping social stable.However, the development of private business, it has existed a deep-seated problem, which is difficult sustainable development, which is short business life. If the problem of high mortality rates of private enterprises can not be resolved, not only can they not survive under the fierce competition, but also will affect the normal development of the entire national economy. So, what are the exact reasons for short business life and unstable development? There are plenty of factors for this issue, which includes the ability of entrepreneurship, business resources, the opportunities of market and policies, management and so on. This paper argues that it is an important problem that enhancing ability of entrepreneurship and the development of private enterprise are not the synchronous development, which is the entrepreneurship of its ability can not fit the needs of enterprise development, which resulting in the development of enterprises is constrained. Practice has proved that the key to success of private enterprise is whether they can quickly form and rapidly implement the strategy of the environmental changes, and it relies on entrepreneurs to achieve, so it has a significance that the growth of private enterprises based on analyzing the quality and the ability of entrepreneurs.The reason why author chose this topic that is because the theory of precipitation for his research and the accumulation of previous studies, it is formed a number of important research results which scholars researched for long time on Enterprises continued growth theory and Business life cycle theory, which supports this essential research.
