It is pointed out that "promoting a conservation culture by basically forming an energy- and resource-efficient and environment-friendly structure of industries, pattern of growth and mode of consumption"is one of the new requirements for attaining the goal of building a moderately prosperous society in all respects at the Party's Seventeenth Congress. Presently, our country is at a stage of Industrial reconstructuring and the advanced acceleration of the industrialized process, the Energy-intensive industries such as the heavy chemical industry rapid growth, there are series of resources, energy and environmental problems. Therefore, in the Outline of the Eleventh Five-Year Plan, the target for reducing.energy consumption per unit of GDP is set at about 20 percent and the target for cutting the total discharge of major pollutants is set at 10 percent; the Twelfth Five-year Plan also affirmatively disclose that continuously strengthening the work of energy-saving emission reduction and improving the eco-environment. Energy saving and emission reduction is the inevitable practice to realize national economic sustainable development, is the inevitable choice to balance the conflicts between population, resources and environment.Nowadays "the eleventh five-year" has ended, brilliance created focused common people's attention upon. Energy saving and emission reduction has scored tremendous achievements, but the situation confronted remained rather serious. Although the difference of nature resources, ecological environment, economic basis, cultural charities in different areas is great, the development desire, opportunity confronted, competition environment is almost the same. As a result, the aim, the task, the path, the policy and the technological base of energy saving and emission reduction have great differences. We should tailor measures to suit local conditions to implement energy conservation and emission reduction.Based on the analysis of the eco-environment problem confronted in the world and the current situation of energy consumption and pollutant emission in China, integrating sustainable development theory, environmental negative externalities theory, recycling economy theory, and combing domestic and external correlational researches on energy saving and emission reduction and ecological environment, this paper selectics the regional sample of Province Anhui, takes industry that occupys a large proportion of the gross national product as the research object, quatitative researches and analyzes the impact of energy saving and emission reduction on ecological environment in Province Anhui, and has a case(Hefei, Bengbu, Maanshan) analysis for the model, reveals the impact of energy saving and emission reduction on ecological environment of each city, discusses the possible factors which affect results. Four sections are studied in the paper. One, comparing and analyzing the industrial energy consumption and pollutant emission of Anhui, so that to provide practical basis for studying on the impact of regional energy saving and emission reduction on ecological environment from industry. Two, evaluating the industrial energy saving and emission reduction of Province Anhui, choosing 23 indexes to build industrial energy saving, emission reduction and ecological environment evaluation system of Province Anhui (for short is industrial energy saving and emission reduction evaluation system of Province Anhui) from three aspects of Ind-energy saving, Ind-emission reduction and ecological environment, deciding the weights based on the coefficient of variance and the data from 1999 to 2008, and calculating evaluation index values, drawing the industrial energy saving and emission reduction condition line and itemized line graph of Anhui and making analysis. Three, combing the social development and the industrial structure condition of Hefei, Bengbu, Ma anshan and making the case study. In 2007, for example, finding the possible reasons that lead to the industrial energy saving, emission reduction and eco-environment valuation outcomes variation of three cities. Four, according to the model and the result of relevant data analysis, advising countermeasures and suggestions for the city of Hefei, Bengbu, Ma anshan in four aspects:like industrial restructuring, technical policy consummation, the research and development and popularization of key technologies in chief fields and eco-environment construction for the policy-making department. |
