As highly developed economic zones , the Coastal Economic Zone are more developed area of a country. Thus ,they make great implications to the Macroeconomic .Since reform and opening, the Coastal Economic Zones of China have made significant achievements and Create a good environment for the enterprises .However, with WTO accession and the rapid development of science and technology, China's Coastal Economic Zones have been affected the fastest and most by the WTO .The current system of Coastal Economic Zone has shown a significant non-adaptive, seriously Coastal economic zone restricted the further development of social economy.Guiding By Scientific Concept of Development and Innovative ideas,this thesis use Institutional Economics and the Framework of WTO to explain the Opening system of the Coastal Economic Zone .Using Public Administration Theory, it grasps the Open Institutional Innovation problem of Coastal Economic Zone after WTO accession. Based on theory and practice, This thesis use Qualitative analysis, quantitative analysis, comparative research methods to discussed.The first chapter expounds the background and significance of the Coastal Economic Zone of innovation model system. Based on the summary of previous research, the first chapter overviews the domestic and international Development Zone system innovation model, and gives the technology roadmap and related methods. The second chapter discusses for the economic theory of Coastal Economic Zone's typical open system innovation model.This chapter focuses on the inevitability of the open system of innovation by Institutional change theory, the law of diminishing of system efficiency and the Framework of WTO.The third chapter points out the important role of coastal economic zones. This part makes comparative analysis of the Coastal Economic Zone of the typical open system model of innovation from home and abroad.The forth chapter discusses the effect of the WTO framework to the Open Institutional Innovation and Reform of Coastal Economic Zone. This part take Qingdao Economic and Technological Development Zone as an example to make empirical analysis to find out the Coastal Economic Zone and opening up institutional innovation problems, such as management system suited to the WTO framework, the lack of coordination of mechanisms and management, incompleting legal environment and social management service functions and so onThe fifth chapter made recommendations based on what has discussed above, Including upgrade the Government under the WTO framework, establish a rational operating management, the development and formulation of WTO-related law.The last part is a summary of the study.
