Logistics System Planning Of Liaoning Coastal Economic Zone

July 1,2009, the State Council discussed and approved "The Development Planning of Liaoning Coastal Economic Zone ", at the result, Liaoning Coastal Economic Zone development and construction rose to national strategies. The construction of Liaoning Coastal Economic Zone provides a severe test for logistics industry. Building logistics system of Liaoning Coastal Economic Zone will help promote economic development and social progress and also rejuvenate the traditional industrial base of Liaoning.This paper establishes the logistics system of Liaoning Coastal Economic Zone form four parts; they are the logistics spatial arrangement, logistics information platform, logistics policy and the main logistics operations, based on investigating the social environment and logistics development of Liaoning Coastal Economic Zone. Firstly, this paper forecasts the logistics demand of Liaoning Coastal Economic Zone with GM (1,1) model and Markov chain theory, according to some calculation, establishes the growth pole theory and gray cluster model in order to plan for the logistics center city and analyzes logistics radiation region and varieties, and also plans the logistics transport corridor from level and arrangement two parts. At the same time, this paper not only provides the logical, structural and function framework of logistics information platform and achieves the main function with Visual Basic and SQL Server2000 database but also consummates the logistics system of Liaoning Coastal Economic Zone from logistics policy and the main logistics operations. Finally, according to the results of planning, provides suggestions and countermeasures to Liaoning Coastal Economic Zone.This paper can not only consummates the research of logistics system theory but also has maneuverability in practice. The research finding of this paper reinforces the construction of logistics system, accelerates the development of logistics industry and also provides a new thinking to the development of Liaoning Coastal Economic Zone.
