On The New Rural Construction Of Socialism Harmonious Society

The Fifth Session of the Sixteenth Central Committee of the CPC (Communist Party of China) put forwards the great goal of building a new socialist countryside, to which the central, party committees and governments attach great importance and practice actively. According to the reality, all kinds of functional departments also make active contributions to the construction of the new socialist countryside in full swing, offering advice or suggestions. In addition, peasants are also involved themselves in the new socialist countryside construction practice with full enthusiasm to build their own happy homeland. As a result, in the period of "Eleventh Five-Year", the rural economy has been developed historically fastest. In the four fields of economic, politics, culture and society, great breakthroughs have been made and good construction achievements have been achieved. However, in the practice of building new socialist countryside, there are still some problems which cannot be ignored. Some of the problems are rooted in the accumulation of the rural society but have appeared with the development of the practice of building new socialist countryside. Some come out as the results of the rapid transformation of rural society. Penetrating into the rural economy and society, these problems will lead to disharmony, which is barriers to the healthy development of new socialist countryside construction and also restrict the building of new socialist countryside in long-term and effective run, and effect the implementation of the great socialist new rural construction historic task. Therefore, the author put forward the theory that rural construction should be implemented in the horizon of harmonious society, which is not only a major breakthrough of the theory about the socialism new rural construction, but also the needs in the practice of the socialism new rural construction. This paper will put forward the theory of socialism new rural construction in the horizon of Harmonious society theory (Harmonious Saemaul Construction). Then, on the basis of the rural economic and social status, with the carrier of agricultural modernization, rural urbanization and new farmers, this paper will penetrate the spirit of the law to Harmony Village practice, and execute contract management to regulate contract relationship subjects to meet the needs of economic development in rural markets. These relationship subjects, such as the state, party, government, the village party branch and village committee, the economic organizations, social organizations, and villagers, should be regulated in the contract form of laws and regulations, policies, government documents, pacts, agreements and summaries, so that the relationship subjects can live with stability order and vitality, and people, man and society, man and nature all live in harmony, and then the countryside economy could be developed more rapidly, politics more stable, cultural more prosperous, the society more harmonious. A rapid developing, prosperous and harmonious society in rural areas is already not the bottleneck to the process of the rapid development of China's economic, but the "stabilizer" and "reservoir" of China's modernization and transformation, also the "source motivation" of China's peaceful rise. Harmonious Saemaul Construction has both important realistic meaning and profound historical significance.
