People's consuming attitudes have changed with the advancement and popularization of technology as well as the involvement of Internet Marketing. Some consumers have already gradually turn to non-store way of consuming, enjoying the fun of shopping without leaving home. Information revolution has changed people's daily life, social operation mode as well as enterprise management process. Non-store retailing is becoming a more and more popular topic and it makes boundary less business possible in the new economic situation by virtue of low costs, high efficiency and convenience etc.This article introduces the differences between non-store retailing and traditional hypostatic store in the first place. The major reason that the non-store retailing has gradually become popular with the consumers is that it is time-saving, labor-saving, money-saving and provides a personalized service. Compared with traditional marketing modes, non-store retailing excels at saving a series of middle links such as shop-decoration, advertising, recruiting and live guarantee. However, it is in an immature stage of development in our country, thus has a lot shortcomings.The second part analyses legal dilemma and concept dilemma the non-store retailing faces specifically and discusses its cause of formation in the first place so as to do the groundwork for the future perfection of legislation.The third paragraph of this article introduces the advanced experience abroad. In the US and Europe, non-store retailing has already permeated every industry, thus its research is relatively more mature. Advanced technology, idea and convenience-for-people measures like Japan's particular commercial law, America's federal express, business accounts as well as Singaporean cash cards etc have also enlightened our non-store retailing with further development a lot.The forth part is the innovative part of this article. The writer argues comprehensively about non-store-retailing legislation and credit evaluation system from a view of cost, profit game theory as well as risk aversion using analytical method of Law and Economics.Finally, the writer suggests some of his opinions about the perfection of non-store-retailing legislation. Although there are some factors restricting the rapid development of non-store retailing in our country, the non-store retailing is bound to become a marketing edge tool, which itself has a great advantage of expanding the market, convenience for buying, improving distribution efficiency, and saving flow cost etc. with the development and prosperity of itself in general and is equipped with diverse modes of operation and marketing as well as various environmental factor. Focusing on the major problems of non-store retailing in our country, the government should increase the intensity of management and take practical and feasible measures promote and encourage the development of non-store retailing. In the mean time when the government is aiming at improving consumers' awareness, it should also be engaged in accelerating the legislative process of non-store retailing, perfecting relevant policies and regulations, strengthening the construction of basic logistics facilities, developing the electronic commerce vigorously, emphasizing construction of credit system, creating a better social credit environment, strengthening as well as leading collaboration between departments, and carrying on the classifying management. What's more, the government should also popularize a few kinds of non-store retailing which have already begun to take shape and had certain market foundation, such as mail-order, telephone-shopping, online shop, vending machine and TV shopping so as to bring more convenience and happiness to every family.
